New queue for short-running jobs

New queue short is added for short-running test jobs with walltime up to 1 hour. The short queue runs on two nodes n[37-38] with 24 cores each (48 cores total).

Please add -p short to Slurm commands:

sbatch -p short ...

Nodes n[37,38] are temporarily offline. The short queue now runs on one node n27 with 40 cores.
